Don’t pre-order games, it just encourages bad habits in the industry. I played the beta and personally I didn’t like it. It plays much like other shooter RPGs like mass effect, except in a game like mass effect the context makes sense, but in the Division you play someone in an elite unit with some of the best gear yet you’re running around shooting dudes in hoodies with bandannas and someone they’re insanely bullet spongy? Insane. Although the multi-player is arguably pretty fun.
